the thing is, a great Jay-Z show usually means he brings A LOT of guests with him. Any time he ever does big time concerts, yeah he does his thing, but there will be parts where he runs off guest after guest. I remember his show at Yankee Stadium and the only 2 people that weren't there the night I went were Rihanna and Lil Wayne (because he was in jail). Everyone else popped up.For the Super Bowl? It's about spectacle and that hasn't been Jay-Z's strong area for live performances.
The Superbowl is at a point where they're realizing that we don't have the star power we used to have. The mega stars are either old, dead, washed, or been used for this show. They could go with Taylor Swift (which in all seriousness could be the only choice they have). Besides that, options are limited.

@ needing expensive fireworks and stuntmen so Future can mumble off to the side of the stage about Actavis wearing a fedora while paid extras yell and wave glow sticks.
