I've heard Tariq say people are c00nin if they bring up the massive amount of shootings in Chicago.
And in one of his lectures in Chicago he stated the reason for the shootings is not the gangs the reason is what created the gangs and he states their are 2 reasons for the gangs.

He then follows his statement about the segregation of Chicago of stating how on LA a black man can find a job in the valley or elsewhere. But then in Chicago it's no where a black man can go even on the outskrots to get a job because they are being shut out of the job market just due to their blacknesd.
To me this is the type of excuse making that will never lead to solutions for the black community.
When are black people going to discuss SOLUTIONS and stop making excuses.

Now that my parody of your statement is over, let's talk about the facts.
Fact 1
Throughout history, the disenfranchised have become outlaws. What disenfranchised them? Organized government. How did they survive? Creating crime. What is crime? Unsanctioned practices. Are unsanctioned practices protected by law? Obviously not. How do you enforce unsanctioned practices? By making your own law makers. Do private law makers follow social norms or private norms? Clearly private. Thus, are we in a position to judge private entities disenfranchised by local law enforcement? Nope.
Examples include "pirates." A name for a sailor who is not employed by a country's navy, nor allowed to fish due to the waters being controlled by said countries. The only decision a pirate has is to take what isn't theirs in order to feed their families. Are they criminals when their way of life is completely controlled by the government with no way out?

The Yakuza is a government sanctioned criminal organization. The government only regulates them when they get out of hand but for the most part, allows them to be. Those that are disenfranchised find their home in the Yakuza and for the most part, live relatively peaceful and healthy lives.
The Yakuza, in return for their freedom from regulation, quell any other criminal organization that might spawn. Because they quell uprisings and more dangerous competition, crime in japan is stupidly low.
This is a similar concept to giving certain people partial sovereignty.
It also happened in america. The mob and mafia had this. Before america cracked down on organized crime, there were super big crime rings that did not mess with the locals much at all. You paid protection money and ACTUALLY GOT PROTECTION.
If you lived in a mob controlled neighborhood, you knew nothing was going to happen.
It all went to hell when america decided organized crime messed with corporate profits too much and broke it up. Then we had minor gangs fighting each other everyday for territory because BIG CRIMA got broken up by the government.
So with that being said, Government is the reason for violence in crime. They regulate every way to make money and provide for your family, then also regulate the size and scope of private less legal practices, forcing everything to be drug and violence related. Imagine if the bloods and cripts could simply counterfeit cigarettes and make millions?
there was a time when that was the case and violence was at an all time low for these organizations.
