I said for one year that team will be ineligible for getting a lottery pick
After that 1 year penalty they can be in the lotto again. You act like I said for the next 10 yrs. 
We shouldn't reward teams in the lottery year after year.
Phoenix can not make the playoffs get lucky in the lottery and get a gray rookie while only having to pay him the rookie wage
Instead of making the playoffs losing in the first round having to trade or sign free agents to improve

But could also give them a much worse pick than their current lottery seeding. Right now they're slotted to get the 6th pick if everything went according to plan. 9th at the worst if three teams behind them got those lottery picks at the top. With the ping-pong ball for every pick, they could slide down to 14.
So they are slotted at 6th and get the 14th pick... they draft a solid player because they have solid management
The following year slotted at 9th or some shyt and get the 1st pick.. get rewarded with a potential all star

There isn't a perfect system but your concerns are pretty shallow compared to what other people are advocating
Phoenix can also not make the playoffs, get the 12th pick, and get a mediocre rookie. Instead of making the playoffs, losing in the 2nd round but getting tons of buzz, ticket sales, and happy fans from taking out a higher seed.
Both scenarios have a lot of "what ifs" I just dont think tanking is some clear cut winner.
I also think teams know this....so I dont think teams really tank that much.

the nba will never fix the draft b/c they want to spread out talent. they want to give each team their own "jordan" and have a guaranteed stream of revenue even though the product on the court sucks as fans will want to see their jordan play.
That is why they have taken step to limit (top) player movement. Best believe they will tighten the screws even more in the next CBA.

This thread is about fixing tanking. Utah's giving a genuine effort to win games with their squad, they're just too young and not good enough right now. Under this proposed system though, they could get a worse seeding in the draft. That's not fixing anything.
