It isn't. It's a phrase thrown around by the elite. We're a country divided, struggling to right the imbalances of the past (and somehow managing to create new imbalances). This is just a symptom of those exact imbalances.
What is the governments stance on illegal migration? Is it seen as a problem in and of itself? And what about how most people see it?
