Smooth sailing from here on out...
You waive someone & their money is lowered & paid out over a longer time. If you had someone on a 2 year deal paying them $4M total & used it, instead of $2M a year the next 2 years you would pay them $1M over the next 4 years. They still get their money but you get some cap flexibility.
