Thats just Cleveland trying to convince Lebron as opposed to already having him locked up and adding his desired pieces.

Im also curious if Ray really wants to Cleveland just for Lebron. I know he says he wants to play with Lebron but Pat Riley and Miami plays a big factor in that as well. Otherwise he would asked to be traded to the Cavs in the mid 2000s when he was disgruntled with the Sonics (He might have, shyt idk)
