It’s not being celebrated but people just are happy that they’re hitting the ground running and aren’t going to be delusional after what Republicans did to Obama.
Ruling via EO on works as long as the courts are in your favor.

Whatever we think about the state of democracy, looking at the tactics Republicans are using to market Biden is corrupt is going to work in those rural states people think Biden is going to win from Trump.
Biden is corrupt because his son is being accused of corrupt.
Bernie will bankrupt America because his wife bankrupted a college.

This is the point tho. Voters are dumb, but you have to be able to think like them if you are trying to predict their behavior.
Biden getting weeks on end of coverage about "is he corrupt, isn't he corrupt" is going to plant that seed in the casual rural voter's head in the same way that "crooked Hillary" + Benghazi + Comey investigations did against Hillary even if nothing came out of that.

On the Bernie thing, that will depend on how he responds. That's a normal political lie about policy. "Obama is coming between you and your doctor!"(Can you even afford a doctor...?)
The thing about the Biden stuff is that plays into the thing Republicans love. Conspiracies. That Obama was corrupt and wasn't held to the same standard and that Biden/Obama must have done something. Meanwhile Trump is god's child in a petal of flowers.
