as far as jay being the most overrated goes, i strongly disagree but it depends on how you look at it.

if you ask me that question, im gonna list rappers that are un-deservingly given gift-wrapped crowns(mostly by the media) with nothing to back up those titles. sitting ducks like eminem, outkast, kendrick, etc.

now as for the guys that actually earned their distinctions, jay-z is usually one of the 1st names that get singled out. my pick in that manner would be biggie tho.

and yes, jay-z has been garbage for like a decade now. alot of the rappers that are "on top" nowadays have been washed up for a while. mainstream rap is so wack now.
