If you're a teenager with no income, if you make $20 a week at a job, it's $20 you didn't have and $20 dollars that can potentially make things in the household run a little more smoothly, an extra gallon of milk, dish washing liquid or detergent, in these communities, every dollar counts, and making minimum wage certainly helps, but impoverished Black people in low income communities still want to look nice and feel good about themselves, which requires money for status items that they can't afford even if they have the cash in hand to pay for these items.

You keep trying to throw a pity party for these cats. Most of these dudes are not living in complete squalor and only eating once a day on some "drug dealing just to get by steeze" I don't know why you acting like a great deal of dudes don't just hustle to fukking do it, to throw some rims on a old school, or have every color of Lebron's you can buy, smoke loud, and by pistols. $20 will make things a little bit smoother, it's extra money that wasn't there. those dudes pumping gas and begging for money (which is perfectly fine as opposed to stealing) know that every single dollar counts and can make things just a bit easier, people in these communities are just barely surviving, and there are a lot of people preying on them, which is why you see pawn shops, money loan places, dollar stores, and liquor stores all over these areas, they provide things that impoverished communities need to survive.
