Cops would give a white boy more than a second before shooting them. Cops don’t give black folk a chance. They (gang/friend) could’ve gave that kid the gun and told him to run. Maybe not running from the cops with a gun in your hand. The kid dropped the gun a literal second before getting shot. The cop doesn't know what that kid is intending to do but he knows the kid has a gun and is running after recklessly firing it 8 times. The kid only complied after he was being chased for x amount of time.

A harsh reality of living in America, especially as a black person, is that if you are engaging with the police there is a chance you might not come out of the situation alive.
