not true...it's a reason they called him the legendary super saiyan and why everyone shyt bricks around him....when he went legendary ss (which was stronger than going normal ss), he was already stronger than a normal ss1, he was more like a ss2...as time passed and the more he got pissed off, the stronger he got...seriously, think about the timing of that movie and the power levels of the characters: goku and vegeta were ascended ss (ss2), trunks and gohan were ss1, and piccolo was a super namek....and he beat the shyt outta all of them easily...and was only getting stronger...the cat blew up a planet with the flick of his wrist lol...
lol at saying any ss2 being better than broly...he'd beat any ss2 with ease...the only people seeing him one on one: vegeto, gogeta, and gotenks....they'd be able to beat him if they don't play around, but everyone else getting that ass whopped...i'd also say ultra buu might be able to give him a run, but I think broly would win that one too...

for starters, the timeline for the movie in question movie 8 is between the 10 day gap before the cell games.
There were no SSJ2's at this time in the manga and in the movie they were all SSJs. What your confusion comes from is different SSJ1 forms so i will break them down to you one by one.
Normal SSJ - Goku on Namek when he fought frieza
SSJ Grade 1 (Ascended SSJ) - Vegeta when he fights 2nd form cell on earth
SSJ Grade 2 (Ascended SSJ) - Trunks when he fought perfect cell on earth
LSSJ - Brolly in movie 8 and movie 10
Mastered SSJ (Full Power SSJ) - Goku and Gohan when they fought cell
Wow you just said only vegeto gogeto or gotenks can beat brolly, yet brolly lost to a tired ssj1 goku in movie 8, and lost to a rusty ssj1 gohan, new ssj1 goten, and the spirit of ssj1 goku.

And this is a stalemate after Broly had whooped everyone out, Piccolo showed up with Senzu (Saiyan Cheat Code Activated) and then he beat their asses AGAIN.

And then? Broly shows up years later, healed. And he has Saiyan blood as well. Dude has to be SSJ2 and better because recall that the 2nd time around they needed Goku to come down to help with the Triple Kamehemeha.
