City in Virginia Becomes First to Pass Anti-Drone Legislation
Resolution bans all municipal agencies from buying or leasing drones

Charlottesville, Va., has become the first city in the United States to formally pass an anti-drone resolution.

The resolution, passed Monday, "calls on the United States Congress and the General Assembly of the Commonwealth of Virginia to adopt legislation prohibiting information obtained from the domestic use of drones from being introduced into a Federal or State court," and "pledges to abstain from similar uses with city-owned, leased, or borrowed drones."

The resolution passed by a 3-2 vote and was brought to the city council by activist David Swanson and the Rutherford Institute, a civil liberties group based in the city. The measure also endorses a proposed two-year moratorium on drones in Virginia.

Councilmember Dede Smith, who voted in favor of the bill, says that drones are "pretty clearly a threat to our constitutional right to privacy."

"If we don't get out ahead of it to establish some guidelines for how drones are used, they will be used in a very invasive way and we'll be left to try and pick up the pieces," she says.

The passed resolution is much less restrictive than the draft Swanson originally introduced, which would have sought to declare the city a "No Drone Zone" and would have tried to banned all drones over Charlottesville airspace "to the extent compatible with federal law." The draft would have also banned all Charlottesville municipal agencies from buying, leasing, borrowing, or testing any drones.

Councilmember Dave Norris says the city has a "long tradition of promoting civil liberties."

"It's just part of our culture here," he says.

Charlottesville is located 120 miles southwest of Washington, D.C., and has a population of about 43,000. The city is home to the University of Virginia, which has not tried to obtain a waiver to test drones from the Federal Aviation Administration.

The move earned praise from the Electronic Privacy Information Center. Amie Stepanovich, a lawyer with the group, says that the "Charlottesville resolution demonstrates that people care about protecting their civil liberties and Fourth Amendment rights and are willing to devote the time necessary to closely examine this issue."

"Lawmakers should be looking at [drone privacy] issues now in order to ensure that there are safeguards in place to protect individual privacy from these invasive technologies," she says.

Smith admits that the final legislation won't do anything to prevent federal- or state-operated drones from operating over Charlottesville's skies, but that the symbolic move could push other cities to follow suit.

"With a lot of these resolutions, although they don't have a lot of teeth to them, they can inspire other governments to pass similar measures," she says. "You can get a critical mass and then it does have influence. One doesn't do much, but a thousand of them might. We want this on [federal and state lawmakers'] radars."

Vice Mayor Kristin Szakos, who voted against the resolution, says she "can imagine ways in which drones might be used for positive things" and that the move was premature.

"I think drones have been used for bad things, but it's like banning airplanes because they can drop bombs," she says. "At this point, the city isn't even talking about using drones. It seems premature to me to ban them altogether.

I don't follow your logic.

In one hand, you want the Government to come solve the gun issues, and on the other hand you're advocating committing violence for money and resources. What happens if that drug dealer in your town is using his gun for money and resources to feed himself or his family? What if they need to kill one another, and put your in danger, for money and resources? Why doesn't the drug dealer have the right to kill you for any reason?
What gives the government the right to behave in a way you personally find dangerous at the micro level?

He's saying he's only focused on his own personal family survival. It's a catch 22. The Government has allowed Guns and Gun violence to spiral out of control in combination with developing a system of limited resources inside of urban communities. So I can understand how a person could feel that the only entity that can do something, The Government, should try to solve the issues - While on the other hand, have a sense of ruthless survival.

Gun laws in My state are a joke. Idk where u live, but it's loose here, and even those loose laws aren't followed. I have a friend with 4 aK's. I have another with 3 AR's. I know a cop that simply hands out CW licenses if u give him a 150. We have the most militia groups. The most so-called thugs. The most racist CAC in America. Some of the wealthiest communities next to the most depressed. All within a few cities. So the black young adult man is naturally going to want to be solely concerned with 'his own' if he isn't exposed to other more worldly sh1t. shyts a jungle out here.

The majority of people I know here don't care about drone strikes. I find that reasonable. Even if I've been over there, even if I pay attention to world politics, even if I feel that we need to stop an American soil attack (because we are unprepared) while still showing concern for the thousands of children and innocent victims of out drone strikes--- Even so, protecting your own family is really to only concern u must have, the rest is optional.


NTM, someone enters your own, it's your responsibility to kill them if u must. And drug dealers are already destroying the community. They start out doing it out of hopelessness, desperation, and materialism, they keep doing it out of limited opportunity and choices. No drug dealer is ignorant of the devastating effects.... However, this is something else the government has allowed to spiral out of control, at time increased the scope of the problem to affect families for generations (drug laws, drug funding, media manipulation)... Now we are doing with gun the same thing we've done with drug laws.. missed the source of the issues and only focusing on the systems. N1ggas that will leave you in "body Bags" and drug dealers with guns aren't the problems... Not focusing on community development and mental health are the issues.

Claiming we were freeing the Iraqi people from a dictator or bombing the shyt outta Baghdad. Its all for resources and control of the resources. Nobody with a vested interest wants a stable Middle East. That means someone will be controlling the resources other than us. Look at Libya. Gaddafi was going to move his money back to the gold standard....look at what happened to him. Its all about resources. Afghanistan has mountains full of minerals for your iPhone, Japan has the first rights to mine there. Even while we are fighting the Taliban till infinity. But I'm supposed to care about all that when the Gun Lobby is making sure people can't do background checks on people who are buying guns and selling them in the hood.

I understand it is hard to actually get where I'm coming from on this not giving a damn about the Middle East when so many people I've known and grown up with are dead. They were regular kids just like you and me growing up in Michigan but it got real. I have too many nikkas who have AK's and AR's in their houses just because its Monday. And I'm supposed to stop what I'm doing and give a damn about Obama's drone strikes. Its nothing but survival out here. Every single day. People being found cut to pieces in garbage containers (A close friend of mine), women kidnapped, parents tied up and set on fire while the kid survives. All the shyt happened in one week. Excuse me if that has my attention. Cities are running out of money and cops are like "I'm not going on patrol on a certain side of town". People have NO idea what it is to live in cities in Michigan. Especially after GM shut down the plants. People got the hell outta here. But hey all this started because homeboy called me dikk Cheney...lol

So hey, I figured screw this shyt, I got the hell outta Saginaw, found a good job, and now am concentrating on getting all my people out of Saginaw and now...Detroit. I've lasted this long just on my instincts and I'll be damned if my wife or kid gets caught up in the regular bullshyt that occurs in the cities. My homeboy was telling me that he was about to cop a grenade.....I'm like a grenade!?!?! And he was being dead serious! Its that damn easy to buy. Funny story, my other homie from Flint was in Detroit and was lookin for some weed and asked his boy where to cop...Dude said just go to the gas station...came back with two dimes...One from the nikka outside the station and one from the attendant!! LMAO!!!! That attendant had some FIRE!! LOL
