In 94 Nas was vastly superior to Dre.
In 96 Dre had ramped up - but Nas was still better.
In 98-99 - I could see an argument either way. But Nas' highs as an emcee were higher.
2000-2001 - Nas was clearly better.

After that - Dre isn't doing much as a rapper. The guest verses were dope and all - but he went too far left.

Nas is a certified GOAT candidate MC. There's only a few rappers you can put up against him when it comes to talent, flow, longevity, classics, and ESPECIALLY lyrical ability.

Andre for all his talents is NOT one of those MC's.

only one "solo" album
Lack of drive for the craft
When's the last full song he put out?

Nas put out, what MANY consider to be a classic album just two years ago. Number 1 charting, Grammy nominated, critically acclaimed. Andre hasn't dropped any new material since Idlewild in TWO THOUSAND SIX:damn:

Andre 3000 is being downplayed here. As an MC, he's proved himself skill wise. In that regard, he's one of the best. He's only overrated in terms of being an all time great because he doesn't have a solo rap album. Other than him not having a solo album, I don't see how anyone can front on Andre 3000 being a consistently great MC since 1994. He didn't fall off and his lyrics, flow, and delivery have remained intact. In some instances, he became better.

When Andre was going in back in 2006-2007, he was almost my favorite rapper. Not because Nas had fallen off, I was just feeling Andre's verses more so than what Nas droppin' at the time.

Nas is more consistent for sure. I like both MCs, but I guess I just hear Nas more often. Nas can't fukk with Andre in the alley oop game though

Plus, Nas wins by default: 3k never released a solo rap album, so we don't even know if he's able to do it.

You can't base a GOAT career on verses. You have to prove that you're able to produce something called an album. That's an individual effort 3k never made. You can't be labelled superior to someone when you didn't face the same difficulty he had to deal with.
