Because to a certain extent they can get away with it. They feel emboldened. They know even for an instance that someone won't stop them and someone even like the thrill of someone attempting to.

If stores didn't have cameras, didn't have security guards and it was up to people to "do the right thing" and pay for what they took. Theft would be through the roof. Even though most stores have a policy where they won't chase you although if you're caught you will be persecuted to the fullest extent of the law, crime is still prevalent.

Nobody is blaming the victim or deflecting from the criminal, however the fact is he knew he could get away with it, at least for a while. He could be arrested tomorrow but the damage is already done.

Mad respect. Everyone does and will do what they can at the time of an emergency. If you pulled up to a car on fire, despite your son you may try to pull a person from the flaming vehicle. If you saw you could safely do so, you pro ably wouldn't hesitate. Everyone is aware of their limitations. There are some cowards out there, some heartless people that even though they could intervene would simply choose not to. Kind of like Walter White when he just watched Jesse's girlfriend Jane die by choking on her vomit. He could have simply rolled her over, but he willingly chose to let her choke.

Or at least there's things I won't allow people to do while I'm present or there to witness. I don't care if you want to beat your mom's or baby's kids, I'm not going to let you do it near me. I dontcare if you smoke meth or masturbate, you're not going to do it near me.

If I'm somewhere I need to be, can't leave or don't want to leave, I'm going to tell you to stop (verbally) and if needed physically intervene. If it's something I can remove myself from the situation I won't hesitate to do so but I'm never afraid to check someone.
