The thing about the area is that even with more tech companies moving in to Chandler, the economy relies heavily on construction, and there's a bunch of desert they just build houses and condos in. That means that housing is relatively cheap, but you can still get a job there that pays pretty well depending on your field.
If you care about being around black folks, there aren't a lot of black folks there, and I wouldn't characterize any neighborhood as a black neighborhood. There are a ton of old geriatric white racists living there because it's cheap to retire there, so you have to deal with that. I've dealt with quite a bit of the sort of casual racism that you get from, say, being black and walking into a store to buy something and having the white people working there harass you like you stole their shyt.
The weather is just deadly in the summer, it hits 120 on the hottest days in July and August, and it's stifling. The winters are great, though. It rains very little and you get 70 degree sunny days. January is the nicest month in that area, IMO.
If you want to get a house and some property and be left alone, you can do it. I would suggest the East Valley if you do move there because there are more restaurants and clubs if you're into that, but the West Valley is cheap as hell. You can damn near get a mansion for very little money. In fact, there are a ton of McMansions out there that you can buy on a nice plot of land. Just don't expect to be active outside between about late May and early October and be prepared to put up with all the irritating little racist shyt that you have to put up with as a black person, and you can do alright, especially if you work in tech or work IT or something like that.
EDIT: I guess I should say that if you are young and single, it is incredibly easy to fukk down there. I say this as a dude who I guess is reasonably attractive and has a decent personality. It's almost impossible to end up single for long down there. This was yeeeeeears ago for me, but in my experience, you will have no problems unless you are hopelessly lame.
