they have 2 really good options that would work

1. turn him babyface
2. dean malenko blended with raven gimmick which is what was kinda hinted at..raven's perspective and mindset but malenko's straight up technician no non-sense work. cant give the promos that raven did but he can get the gist across like he did last night about being looked over all the time and not being respected etc.

make him come out to silence and have him say that he rejects anything the decision makers/authority give him (playing on the house show music burial)...put him through a series of matches each week..when he wins one he gets a request granted, when he loses he gets put against the odds somehow or humiliated...shyt like that. at least make the losses meaningful rather than having him lose for someone else's test run or to just make them look good in the ring. after a while he can request to have his swiss theme back..then a match against an authority member...then a match to be a #1 contender...he can win the IC or US belt or something then choose to keep it or "go for the brass ring" by vacating it and taking a spot in the MITB match instead.

theres honestly so much shyt that can work with him that makes it so disappointing. the fans want to cheer for him badly. a match with trips would probably be fire tbh

I still think it was dumb how the crowd clearly was behind Cesaro and was giving him props for his work and management still decides to keep him heel. They're intentionally trying to put him in a bad spot. And that terrible music isn't helping him period.
