Nothing is touching gta, but sleeping dogs is probably the closest. I wouldn’t waste my time with saints row. Some people like Mafia, but it feels stiff and dry compared to gta 4 & 5.

Sounds like one of those old school arcade games. Anything that's not open world going to seem like practically a side scroller to me at this point
