I will say, snoop catalog probably has aged better of the two

Flow is more timeless and production in his prime doesn't sound as "hippity hoppity" by comparison

But based off writing and impact, I don't see how you can put snoop over cube. As much as I dislike Cube for being a sellout and hypocrit, I can't deny his influence
