why are the homeless and the mentally ill roving about in the subway? address and solve that and these types of crimes drops drastically, like over 90%. get these people the help they need and get them housing so they're not living on trains or in the subway stations.
people want to act shocked that something like this can happen when something like this is inevitable especially with the amount of people with these issues society has chosen to ignore.
yes this man committed a heinous crime but this is a symptom of a much larger problem and similar crimes will keep happening until the government addresses the underlying conditions that ferment these tragedies.

Everyone knows already. The reality is we have to balance it in an environment of politics, budgets, and limited resources. Just fighting the perception that treating symptoms (policing, jailing and punishing) is a zero sum game vs treating core issues (poverty, mental health) is a neverending battle. And it unfortunately colors everything we do. The answer is obviously "do both" but everyone wants to pick one based on their politics, their tribe, the race of the victim and the race of the perpetrator.
