How do you accurately identify DL men?

My armchair statistician method is to take reported gay numbers and just triple it for all the DL dudes and gays who don't report.

Not sure how to identify DL men especially if they are very masculine. I think women could most of the times because they have stronger intuition. Women sometimes can tell if something doesn't seem right. If they dated men a lot and have experience dating...they can tell if something seems totally odd from her past men. Sure NOW they have it, but the only people who will willingly take something like that are those who engage in high risk activities and those in relationships with people with aids. People engaging in normal heterosexual activity aren't going to take that stuff.

People are going to have unprotected sex regardless of personal responsibility or not what @Poitier is pointing out is that the demographic community (gay blacks) with the highest chance of getting the disease are being stripped of the resources to educate themselves on how to prevent infection, this is being done purposely and systematically.

You think some 16-21 yr old in the closet gay boy is thinking about sexual responsibility?

Or a dude who just did a ten year bid and was gay in jail but now fukking women?

Or a drug abuser sharing needles?

The Deep South has seen a depressing rise in the number of HIV/AIDS across the board, poor sex education, horrible access to health care (tons of folks down here ain't seen a doctor in ages) drug use and lack of any coherent plans by the health departments in these states and boom you have a problem, states like NY have done much better jobs curbing the growth rate of HIV/AIDS the South is stuck in the 80's on this issue
