Cleveland couldn't just tank to get a high pick because Bron was too good of a player, and the East was weak at the time, so they'd perpetually be competing for ECFs berths with sub-par talent. Front offices that are truly competent don't need a high draft pick in order to get talent on the roster.

Lebron is top ten, but not top five and that’s only because he hit the genetic lottery as a freak athlete individually. He could literally dominate at almost any sport if he trained at it. He’s a once in a generation type athlete that just so happens (chose) to play/focus on basketball.
