The majority of towns and cities don’t have the infrastructure to pull that type of thing off even if they had the money to do so.
What specific towns are missing what specific "infrastructure" that Federal funding and support can't help with?

Or are just pulling cynical takes out of your ass to sound smart?

10 years is quite ambitious
When Flint's situation came to light we were all heated - talking about how a plan needs to come together ASAP and lives were at stake...

a lot of these small town vote republicans into office and they invite companies too pollute their community in various ways and leave them with the bill to clean it up when they're done. they're against environmental regulations for these companies until they're dying of cancer or some respiratory disease.

For one, you have to have enough qualified people to be able to pull something of that magnitude off which is something that a lot of those cities don't have.

If you don't believe me, then look at what's going on currently here in the US where those chip companies are having to look overseas for workers because there aren't enough qualified US workers to fill those roles. We saw these exact same situations playing out during the COVID pandemic where some towns and cities were struggling to properly dish out funding even when the money was at their disposal.

Having all the federal funding in the world isn't necessarily going to help that problem.
