We have exponentially increased the denial rate for H1-b Visas. Going from 1% to 15%. We have also increased the denial rates of Visas in general.

How is it the governments fault that X-corp decided to hored money, or do stock buy backs, or give crazy bonuses to the CEO over increasing wages or lowering the costs to consumers?
That's a private business decision.
Just like it's a private decision when X-Corp passes along the increase in production costs to the consumer.
