The black media can never grow if they arent allow to. so yes it will always LOOK or SEEM as if its big vs small. its never let the black media get to large vs the big white media that will do any and everything to stay that way even if that means disenfranchise black media.
They intentionally place them towards the end of the carpet a lot of times because everyone knows by that point the celebs will get pulled away by their publicists/pr people about having to go inside for the event/running late etc.
