So basically this article is saying as more and more black ppl are being pushed out of tha main cities with resources, and leaving tha desolate cities with no resources, they're forming tha basis of thousands of resouceless majority black suburbs that, due to politics, are being counted as their own independent cities?

Sounds like tha inklings of social apartheid to me. How long until those 'majority black cities' become tha favelas of america?
