Yeah, I been to Cartagena, it's beautiful and you're within driving distance of Barranquilla and Santa Marta, my advice would be to rent a car/jeep and stay in the cheapest of the 3 and travel between them. Barranquilla is more modern, Cartagena is the old school South American city, and Santa Marta is kind of a mix of both.

Depends on where you go, $40k is like the total amount people in the Philippines will make in 20 years, Southeast Asia is incredibly cheap to live in. A lot of expats go there, South America is a little more expensive, and there's always the Africa option now that the continent is at the start of a big time development.
