They gave some pretty valid reasons in the article. Maybe if she was still alive it could be done but three days not enough time to coordinate and safely do anything apparently.

The established trails are usually stable. My guess is that she went off-trail to look into the volcano/take selfies/whatever and the lip crumbled.

A friend told me she was on a Korean rafting tour. They said you may get wet on the tour. She thought they meant wet from the waves.

At the end of the tour they flipped the boats over as a surprise to for the guest to swim to the picnic area. Luckily she had on a life vest. She said she was so heated she almost hyperventilated because she has asthma and couldn’t swim. But it was a cheap tour and the guides just half assed it.
