Sounds like they're making it this way on purposeCity's are known for estimating bills based on averages in the neighborhood & not sending out bills for years then hitting you with a 6k bill out of nowhere. I didn't see my bill one time & tried for 2 days to get someone on the phone , both times I spent 4 hours combined to get a hold of someone & got how much my bill was then quickly paid the biaaatch so I wouldn't get late fees
