They encourage domestic development, attract re-pats back, investment from their diaspora as well as from foreigners by doing so.
From where I sit, as a non Rwandan (or descent), think I'd rather see them listed as a rising country than as "the cleanest and safest country in Africa". That other tag implies that Africa is neither clean nor safe.
