I'm from Milwaukee, but spend a decent amount of time in Chicago and NYC (and other major cities here and abroad.) I prefer the latter over the former, but do enjoy kicking it in Chicago since it's a quick jaunt to land in a city of its stature. I wouldn't necessarily say it's the "best" downtown in the States, but it's a dope city with just about everything within reach.
In some respects, Milwaukee is a baby Chicago. But in terms of which downtown is more "interesting", it's not even close between the two. Even the proudest Milwaukeean can't front. While I don't necessarily focus on downtown Chicago when I'm there, I can easily find world-class food and beverage or museums in walking distance to wherever I stay. We simply don't have anything on that scale here by any objective measure. We have "good" things that are respectable on a regional level, but it's limited and pales in comparison to the Chi.
I could pick a little nit with @Rice N Beans description, but he's generally correct about Milwaukee.

I plan on going to nyc in the next year(never been)

Midtown is the real downtown for visitors.Ppl visiting NY dont go downtown they hang out midtown or near Central Park....

Tourists visiting NYC definitely go downtown, when I lived in NYC there was always tourists taking pictures with that bull in Lower Manhattan
Also, the SI Ferry terminal and the WTC site is in Lower Manhattan.

Chicago is easily top 5. City is dope as hell during the summer time walking around taking in the sights. So much to do and see. The architecture of the city is A1. The vibe you get walking around is something different 
Wanted to move there so bad but I’m sick of winters as a Detroiter. Wouldn’t mind just living there for like a year though and having fun in the city.

I did give some backhanded zest to my post.
But breh really hasn't been to both if the comments about Milwaukee's Downtown being anything, as well ... as backhanded as it sounds there really isn't too much there in Milwaukee's downtown proper.There's some stuff adjacent to it that is fun (ex. Juneau Park, the museums are beautiful, Historical Distric w the Public Market nearby), but it falls off quick for me.
It ain't a terrible place. Best Midwestern city that isn't Chicago (tho I haven't been to Minneapolis yet). But it has the small town feel to a tee and I'm a lifetime Chicagoan who needs options.
