Nah.. prior to Covid.. maybe. But Xi fukked up with the way he dealt with Covid.
Here are a few of China's problems:
Demographics(worst among developed countries, 1 child policy really fukked them here)
Technology
Cheaper labor competition from other south East Asian countries on the come up.
NAFTA
With manufacturing moving back to the Americas and much more secure trade routes, cheaper logistics, less immune to China's supply chain fukkery... the $$ we exchange for cheap manufacturing and labor is slowing faster than the time they need to fully switch to a consumer driven economy. We're knee capping them on the tech front with the CHIPS act and they can't be #1 if can't compete with us on the tech front. Their paper economy is falling apart(see: evergrande, the amount of zoomers without jobs etc).
There are too many headwinds for them to overtake us as the #1 super power in this century.

Very confused on what this has to do with Mexico's rise and China's fall in manufacturing?
Don't get me wrong, I don't want China to collapse. A country that size falling into some kinda chaos will have global repercussions. I think China could've got everything it wanted without becoming belligerent.
I think there is some misinformation and hyperbole as always.
For example, some good posts here about China's military strength with numbers/legit reports:
They still ain't touching the U.S, but still the clear #2 military force in the world that would do massive damage in a conflict if their gloves came off (as would Russia and their nuclear arsenal).
