Rest of the world pooled their scientific and medical resources together. China didn't. They didn't participate in the creation of the vaccines and they have shared almost nothing that they know about covid. As far as covid goes it might as well be 2020 in China. They are also not a capitalist society...at home at least, so they have no financial incentive to come up with a vaccine.
