How is that their responsibility and what would you recommend they do if it was?

Climate change is global issue and it only increases national security risks. At this stage in the game, a lot of environmental catastrophes are already baked in. The fossil fuel industry has won and thus condemned humanity to unimaginable amounts of suffering.

Rich countries like the US can and should allocate resources for the coming migration crisis. Perhaps they can coordinate with other surrounding countries to set up encampments for the millions of climate refugees we'll see in the not so distant future. Or perhaps we could provide more humanitarian relief when these countries are in a state of crisis. Doing this is not only the most ethical thing to do (considering we're largely responsible for global heating) but its also an investment in our national security.

Climate change will exacerbate the likelihood of conflict and terrorism. Whole nations are going to start collapsing due to climate catastrophes and mass migration. And in a world with nuclear weapons, this is highly concerning and dangerous.

Europe will see a massive influx of African and Middle Eastern refugees as countries in those regions start unfolding. In America, we could likely be dealing with our internal migration issues. Expect to see a mass exodus from the south to the north (particularly the rust belt region). And this isn't even taking into account the all the migrants we'll continue seeing coming from South and Central America.
