No. You can't just pair anybody with anybody and have it work. Gang Starr worked because you had two of the best in their respective fields complimenting each other and making each other better. Gang Starr was Guru's child. It was his group and Premier was brought in years after the fact. He gave him his name, told him that he needed to step up his production instead of just doing scratches. Guru thought up the concepts for all the songs on the album, wrote the titles down on a piece of paper, and gave them to Premier. He then made beats based off of Guru's ideas. Guru had a hand in naming the albums, worked as an A&R in scouting talent, etc. Premier could make dope records with anybody, but the magic, chemistry, and legacy he had with Guru? You can't replicate that with just anybody.
It's disrespectful to divorce Premier from Guru and act like Premier didn't need him to be great. He did. Guru also proved that he could make dope music without Premier's involvement (Jazzmatazz).
@TheDarceKnight has talked about it in the past, but this is just like saying that RZA didn't need the Wu-Tang Clan to be great. Havoc and Prodigy didn't need each other, Dre didn't need Snoop. He was successful without him anyway, right? Q-Tip didn't need to be with Phife. Why would he? He was already the defacto leader of ATCQ.
It's a group. Gang Starr isn't Gang Starr if it's not Guru and Premier. They came as a set. Both of their legacies grew as a result of their partnership. They were consistent for roughly 15 years. Premier worked with Jeru exclusively, but their relationship fizzled out. People only talk about the Group Home album because of the production. Dap and Melachi definitely would not have a classic on their hands without Premier.
But Guru? Him and Premier became what they became for a reason.
