It's called a "hold". The rules for passing shyt in the Senate are so onerous that there are certain places where you can only take a shortcut if the Senate unanimously agrees to allow shyt to move forward. There are ways to get around the hold, but it necessitates days of extra procedure and most require a supermajority of 60 votes. So in many cases when a Senator submits a hold on legislation and refuses to allow business to go forward, the legislation ends up just dying. Especially if the Senator placing the hold is part of the party in the majority.
