I know police brutality is a country-wide issue. But are there any cities where police misconduct is low, has a sizeable black population (40+%), and has above average income?

I've played with the idea of moving to another country once I graduate. But if such a city exists then I'll stay in the US. The US is such a large country so I'm sure such a place exist.
