At this point I think the damage is done with Roman. They’ve ruined 2015, 2016, and 2017 trying to push him as a face and leaving everyone else in limbo to protect him, but they may be able to salvage something out of him with a turn since that usually brings a change in personality. His biggest problem is that he’s got no personality, gimmick, or appeal at all. Cena has one foot out the door at this point so there’s no real benefit to it anymore.
