The consensus has to come from a coalition of people, which is what a more competent admin would have had, working in January. Business leaders, health officials, law enforcement, state and city leaders, civic leaders, to come up with a comprehensive multi layered approach. You can't have JUST the public health officials, they will never lift the ordinances, you can't have insane business leaders, they will open up in a week. Just like we don't have the AG or Justice Department officials run the country, we have a president who listens to all the experts, and comes up with a plan, or that was the ideal execution of government.
This is a mess, California is not lifting anything, but if the president does, that will set up a conflict between state and federal government, and business owners, who need to open back up. And private citizens who will defy the states orders.

A new analysis found that some states are getting significantly more funding to fight the coronavirus per case compared to other, harder-hit states. Florida is getting roughly $132,000 per case from the Trump Health Department while New York, the state with the largest outbreak, is only receiving roughly $12,000 per case.
HHS said Friday that it is granting hospitals and doctors money according to their historical share of revenue from the Medicare program for seniors and not according to the number of coronavirus patients they are treating.
