Depends of what side of the town you're on, because much of houston within the loop outside the wards(and even 5th ward to some extend) was originally planned out with a rurban(rural living in an urban city) infrastructure in mind, especially in the black neighborhoods like Trinity & Kashmere Gardens, Acres Homes, Settegast and Sunnyside.

We hold these neighborhoods with a lot of affinity, as they represent heritage, culture, and history for us. Shoehorning mass "progressive" urban infrastructural changes would not only wipe out all of that, but lead to rapid gentrification(which still does happen to some extend). People here are doing quite the opposite, and fighting to preserve the legacy of these neighborhoods. And that's what makes Houston's AA community stronger than Dallas's IMO. We take our history and culture seriously here.

Dude, even the whites who don't act like Paul Wall are influenced by black culture every time the local news or radio station uses the word "H town". Even the pop(white) radio station 104.1 has a daily news segment called "around h town".
So, yeah Houston's dominant culture is definitely African-American despite AAs only being about %23 of the population. H-town Mexicans are probably some of the most black influenced Mexicans in the country right up there with Chi & Bay area Mexicans.
Not only that, but it's seems like Houston AAs seem to be much more in tune with their culture(trailriding, black heritage rodeos, creole heritage fest etc etc) than Dallas AAs. Which is funny because Dallas has old black communities and freedmens towns just like Houston.
