Places that have winter cannot afford to be this unprepared.
probably don't use a lot of insulation in their building based on location or something of that nature.
the pipes should really not have burst unless it was well below freezing.

most of the apartment buildings with burst pipes probably still had PVC and cast pipes. I know when I was in apartments out here, they never kept the hallways heated. Probably what you are seeing in that pic. My crib has PEX pipes which expand and will not burst if the water freezes. Dudes in the neighborhood with those tankless water heaters have no water since the plumbing/pump/small storage tank is exposed to the outside and the water burst the pipes in the assembly.
