You're confused because you don't understand how birth data is collected, but the CDC is crystal clear about it. For births to Black mothers, the father's race is missing in about 33% of cases. The CDC also explains it directly:

"Information on the father is not collected when it is not provided by the mother. Consequently, items such as age, race, and Hispanic origin of the father are missing in a nontrivial proportion of birth records, particularly for births to women who were not married at the time of delivery."

So no, this isn't about Black women refusing to list a Black father or secretly having kids with non-Black men, it's simply about data not being recorded, but when the race *is* listed, 90% are Black men. Again as you say it’s the way you read the stats for whatever reason the father isn’t there and I guess there’s an area where you could list the race and Black women don’t do it.
