I think whatever curse she released when she read the note got stuck in a loop cause of the TARDIS' perception filter. Interacting with said curse just changed whomever's "perception" of Ruby.

For all we know, the curse was supposed to instantly hit her and make everyone react that way when they interacted with Ruby.

Also for all we know, the TARDIS could've intentionally did this in order to save The Doctor, who got deleted cause he broke the circle. Stuck Ruby in a stable time loop that was broken when she recognized herself and stopped The Doctor from breaking the faerie circle.

Honestly I feel like this was RTD doing his best Neil Gaiman impression.
