Unfortunately I think you're right. The only adjustment I'd make to your point is that they don't just want to jail people. They want to kill people.

The white nationalist elements of the radical right wing want their to be civil conflict so they can be deputized to murder people (particularly black people).

The theocratic elements of the radical right want civil conflict because they believe it be apart of some doomsday scenario in which Jesus will come back.

And finally the billionaire class supports both of these factions because they want an erosion of the administrative state so they can conduct their business unregulated and live out their libertarian fanstasies.

People talk about Bill Gates and George Soros to indicate some global left wing conspiracy but right wihg conspiracies are being played out right before our eyes with little pushback.
