Really good question. Especially when comparing peak popularity. At their peak popularity, I would have to say Jordan. But it's really close.

this is a good point....back in the 80s, the NBA wasn't global like it is today. And that's how I think most people today are judging and comparing the two based on its popularity in 2018.Tyson was literally called the "Heavyweight Champion of the World" and most people knew it world wide. His fights were witnessed globally. I don't think most people world wide were able to witness Jordan back then.
One way to look at this is to compare the viewership of the Bulls Vs Lakers NBA Finals in 1990-91 Vs the Tyson Vs Buster Douglass fight in 1990<----that will tell you how many people tuned in to who and at what rate.

Michael Jordan was and is way more popular than Mike Tyson. 2Pac wasn't anywhere near their popularity. His popularity grew more after death.
