But for those who wondering why/how this is illegal, Its because you can not operate casinos legally in certain places because of laws, regulations, etc.

It’s the same when you go on a cruise, they don’t open the casino areas until you reach a certain part of the international waters where gambling/casinos aren’t illegal. Same reason why every city damn near has underground gambling spots.. they are underground for a reason.
