You're right that roads should be made safer in every way possible - that includes making driving exams tougher like in Europe, making sure health conditions like seizures are being reported by health care professionals, and making harsher penalties for distracted driving, which killed more people in 2013 than impaired driving. But still, driving with an ethanol level of 0.09 is not OK. Anyone that is dumb enough to drink, then knowingly risk other people's safety should be punished harshly.

The officers probably continually said some dumb ass shyt like, "You should have thought about that before you committed a crime." Then to feel better about their miserable lives that necessitates torturous displays of power, they denied him use of the restroom to the point of him being forced to urinate himself, rather than choosing to put his health at risk by holding his bladder.

If you are buzzed when you get pulled over, they're not going to feel bad for you or go easy on you because you were overly nice and cooperative. When a cop pulls a person over, they're not looking to see how polite or compassionate a person is, they're looking for a reason to arrest them. The more cooperative people are and the more they consent to nonsense requests, the more opportunities a cop has to charge them with something.
If a cop lets a buzzed driver go free and the driver crashes into someone 5 minutes later, that officer is going to have a lot of questions to answer. They're not putting themselves at risk for someone they don't even know.
