I'm actually hoping much more happens, but the sort of serious aid to help people below a certain income level rebuild completely would probably have to come via state rather than federal I think, cause executive branch can only approve existing funds and this House ain't gonna pass a bill giving nothing to Hawaii.

How MUCH did biden actually give them specifically???
It's not a set amount, it's access to US emergency funding for declared disasters. Anyone who has temporary housing needs, uninsured home repairs, or uninsured property loses can now apply for federal disaster assistance. I've never been part of a disaster like that so I'm not sure how good that disaster assistance is. But that is the full extent of what the executive branch can give.
In addition, FEMA, the Coast Guard, and the National Guard are providing practical assistance. And they can give survivors any sort of supplies they have in stock.
But in terms of set dollar amounts, if it's not part of an existing program or something already in stock, the White House doesn't have the power to give it. If you want set dollar amounts of financial assistance that isn't already in preexisting programs, you have to get that from Congress. Congress controls the purse strings, that's a foundational principle of our government.
Edit: Here's more info, it looks like FEMA can provide shyt like food, generators, cots, and trailers if there's space to set them up. They can apply for emergency critical needs assistance, but that's only around a thousand dollars or so for immediate needs. Then the housing assistance that they get "rarely exceeds" $35,000, it says. So additional aid will be crucial for a lot of people.
