Congress is passing that, not Sleepy Joe. As breh above said, the president can't make decisions on funds. Only congress can.

You and me are gonna have to lobby our MAGA brothers and sisters in congress and let them know it's okay to send the money down to Hawaii.

I know congress has to approve it...I know... but let's keep it 100 there's gonna be a catch. they not gonna get that full 5.5B to rebuild the whole damned place... trick bag incoming.
