He's more connected because he stayed building relationships with other world leaders after he left office and that includes still being involved in diplomacy efforts. W.Bush left office with a 22% approval rating just went back home and chilled out. Carter was been involved with World leaders too but he's much older and both a less popular and less successful President than Clinton. Carter's had the best post-Presidency in history though.
