Seems like its impossible to do at times. My GF isn't even all that high maintenance but every time we go somewhere she's always trying to get me to spend my money on something really stupid.

throw her in the bushes if she disrespects the budget
There's no way to do it without starting a fight. Mainly because she probably doesn't even view it as "trying to spend your money," so she will resent that criticism if it's voiced

But nah, really, just stop giving her money for things you do not want to buy. Explain that you can't afford every little thing and that you gotta cut your spending. DON'T ACCUSE HER, just explain that you can't afford things. If she cares about you, she won't have you buy stuff you can't afford.
Plus if she really wants to buy whatever that bad, she can use her own money.
